The Caesar cipher shifts every letter a fixed number of places through the alphabet — ROT13 is the famous special case that shifts 13, making it its own inverse: encode twice and you are back where you started. Key features

Is ROT13 secure?
Not at all — it is obfuscation, not encryption, and has been for two thousand years. It is used for spoiler-hiding and puzzle fun, never real security.
Why does ROT13 decode as well as encode?
The alphabet has 26 letters; shifting by 13 is exactly halfway. Shifting by 13 again completes the full 26, returning every letter to itself.
